Dubai Invests $1.4 Billion in Water Gardens as Financial District Expansion Moves Ahead
Dubai is moving forward with a $1.4 billion mixed-use development featuring luxury residences, hotels and premium office space, signalling continued investment in the emirate’s property market despite regional uncertainty.
Dubai is advancing its real estate development plans with Water Gardens, a major mixed-use project in the Dubai International Financial Centre (DIFC). The development will bring together residential properties, hospitality facilities and high-quality commercial offices as the emirate continues to strengthen its position as a global business and financial hub.
Led by UAE developer H&H, the four-building project is designed to combine workplaces, residences, hotels, retail and landscaped public spaces within Dubai’s established financial district.
Water Gardens to Add Residential and Commercial Space
Water Gardens is planned as an integrated urban destination, reflecting the growing demand for developments that combine business facilities with residential and lifestyle amenities.
The project includes two hotels, branded residences and Grade A office space. Its design centres on a landscaped garden and pedestrian-friendly public areas intended to connect the different parts of the development.
A separate 12-storey office tower is planned to provide approximately 246,737 square feet of Grade A commercial space, alongside a members’ club. The development also includes an Eden House residential building with 132 apartments, which is intended to generate rental income for its owner.
According to reporting by The Economic Times, construction is underway, with completion targeted before the end of 2028.
Dubai Property Market Faces a More Cautious Period
The investment comes as Dubai’s property market navigates a period of uncertainty linked to regional geopolitical tensions, softer transaction activity and rising construction expenses.
H&H chairman Shahab Lutfi told Bloomberg, as reported by The Economic Times, that the developer’s sales transactions between March and September had fallen by at least 50% compared with the same period a year earlier.
However, the slowdown has not halted development activity. The company reported that approximately 85% of the branded residences in the project had already been sold, with prices exceeding AED 8,000 per square foot.
These figures suggest that demand for certain premium properties remains present, even as buyers and developers adjust to changing market conditions. The reported sales performance relates to the developer’s project and should not be interpreted as a measure of the entire Dubai property market.
DIFC Expansion Strengthens Dubai’s Business Hub
The project forms part of the broader evolution of DIFC, which has grown beyond a traditional financial centre into a destination combining offices, residential communities, hospitality and lifestyle facilities.
Dubai continues to attract international companies, financial institutions and technology businesses, supporting demand for commercial real estate and accommodation in well-connected business districts.
The wider DIFC expansion programme also reflects the emirate’s ambition to increase its capacity for financial services, innovation and investment. New residential and hospitality developments can help support this ecosystem by providing accommodation and amenities for professionals, business travellers and residents.
Rising Construction Costs Remain a Challenge
Despite continued investment, developers face pressure from higher building expenses and uncertainty in the wider economic environment.
H&H reported that construction material costs had increased by approximately 15%, according to The Economic Times’ coverage of the Bloomberg report. Higher material and contractor costs can affect project budgets, delivery schedules and development margins.
For Dubai’s real estate sector, the key challenge will be balancing continued expansion with changing buyer demand and construction economics.
What the Development Means for Dubai Real Estate
Water Gardens highlights the continued development of premium residential and commercial property in Dubai’s financial district, even as the wider market adjusts to regional pressures.
The project’s combination of homes, hotels, office space and public areas reflects a broader trend towards mixed-use destinations that serve both businesses and residents.
While market conditions remain uncertain, the development demonstrates that major investors and developers are continuing to pursue long-term opportunities in Dubai’s established business locations.
