Abu Dhabi Explores New Private Investment Opportunities in Property and Infrastructure
ADPIC and Partners Group sign preliminary agreement to assess investment opportunities, construction innovation and infrastructure development across the emirate.
Abu Dhabi is exploring new ways to attract private investment into its property and infrastructure sectors following a preliminary agreement between the Abu Dhabi Projects and Infrastructure Centre (ADPIC) and global investment firm Partners Group.
The memorandum of understanding (MoU) establishes a framework for both parties to examine potential investment opportunities that could support the emirate’s development priorities. The agreement is non-binding and does not represent a confirmed investment or a commitment to specific projects.
Partnership Targets Infrastructure and Property Development
Under the agreement, ADPIC and Partners Group will assess opportunities for private-sector involvement in projects across Abu Dhabi. Areas under consideration include engineering, construction, industrial technology, modular building methods, technical services and technology-driven solutions, including artificial intelligence.
The collaboration reflects an interest in bringing private capital, specialist expertise and operational capabilities into projects that support the emirate’s long-term economic development.
For Abu Dhabi’s property sector, the initiative could create opportunities to explore alternative investment structures and development models. However, the scale and nature of any future investments will depend on the opportunities identified by the two organisations.
Focus on Investment Expertise and Innovation
ADPIC Director General Maysarah Mahmoud Salim Eid highlighted the importance of cooperation between government institutions and private-sector organisations in delivering the emirate’s development objectives.
The centre aims to strengthen the planning, management and delivery of public investment projects while supporting broader economic progress and improvements in residents’ quality of life.
Partners Group also expressed interest in identifying investment opportunities that combine commercial potential with Abu Dhabi’s infrastructure and development priorities.
According to Suhail Albaz, the firm’s chairman for the Middle East, Africa and Central Asia, the proposed collaboration will focus on opportunities that offer appropriate risk-adjusted returns while contributing to the emirate’s wider development plans.
Opportunities Across Multiple Investment Areas
The agreement allows Partners Group to explore both direct investments and co-investment arrangements in Abu Dhabi. The firm intends to draw on its regional presence and experience in developing and expanding businesses across different markets.
Its regional portfolio companies employ more than 2,000 people, according to the announcement. This existing presence could provide a foundation for evaluating opportunities in the emirate, although no specific projects or investment amounts have been confirmed under the MoU.
The areas being considered also extend beyond conventional property development. Modular construction, advanced engineering and AI-enabled technologies could form part of future discussions, potentially supporting more efficient project delivery and modern infrastructure solutions.
International Outreach Supports Abu Dhabi’s Investment Ambitions
The MoU was signed during the ADIS International Roadshow 2026 at EXPO REAL in Munich, Germany. ADPIC led a delegation of more than 40 representatives from Abu Dhabi, including participants involved in administration, investment, project development and implementation.
The roadshow helped strengthen international engagement around Abu Dhabi’s investment programme. The announcement stated that contacts established through these efforts had resulted in partnerships associated with projects valued at more than US$56 billion.
This wider programme provides context for Abu Dhabi’s efforts to engage international investors and explore additional sources of capital and expertise for future development.
What the Agreement Could Mean for Abu Dhabi’s Property Market
The ADPIC–Partners Group agreement signals continued interest in examining private-sector participation in Abu Dhabi’s development pipeline. If suitable opportunities progress beyond the exploratory stage, the resulting investments could support infrastructure delivery, construction services and property-related projects.
For developers, investors and construction businesses, the areas identified in the MoU are worth monitoring as discussions develop.
At this stage, however, the agreement should be viewed as an initial step towards identifying potential opportunities rather than evidence of new projects being approved or funding already secured. Further announcements will be needed to establish whether the discussions lead to concrete investments.
